With reference to your letter of the 26th ulto; enclosing Copy of the Hong Kong Ordinance for establishing a Bank in that Colony, I am directed by the Lords Commissioners of her Majesty's Treasury to acquaint you that, in accordance with the request contained in your letter, the Ordinance has been referred to the Governor of the Bank, and a Copy of his Report on the same, with its enclosures, is herewith transmitted for the information of W. Secretary Cardwell.
